The homeowner then has an obligation to upgrade the current insulation allowing LABC to issue a certificate on completion of works
The Government are now under pressure to meet The Greening Government Commitment aimed to reduce environmental impact by 2015. The Government needs improvement of thermal insulation and boxes ticked. The Part L is law and like FENSA is required with double glazing and has to be submitted when a sale of property takes place you are now required to produce an LABC certificate for a flat roof replacement.
